MLC Jeevan Kumar Raises Demand for Intra-District Transfer Facility for Women and Differently-Abled Teachers in Bihar

Jeevan Kumar, Member of the Legislative Council (MLC) from the Gaya Teachers’ Constituency, on Tuesday, February 3, raised the issue of the lack of intra-district transfer facilities for teachers working in government schools of Bihar, including women and differently-abled teachers, in the Legislative Council. Through a formal submission in the House, he stated that making teachers wait for months in the name of transfers is not only unjustified but also amounts to injustice against sensitive and vulnerable sections. He pointed out that while the state government has implemented inter-district transfers, thousands of teachers particularly women and differently-abled teachers, working in various districts are still deprived of the facility of transfer within their own districts. Raising a demand, he emphasized that intra-district transfers should be carried out on a priority basis, especially for those teachers who have already applied through the Grievance Portal and have been waiting for months with hope.

Jeevan Kumar categorically stated that keeping applications pending on the Grievance Portal for an extended period is wrong. He urged the government to adopt a humane approach and immediately implement a priority-based system for intra-district transfers. After receiving the approval of the Chairman, the submission presented in the House has been forwarded to the Education Department. Teachers across the state are now closely watching the department’s response and action on this issue. Teacher organizations have also stated that if the process of intra-district transfers is made simple and time-bound, it would not only reduce administrative pressure but also boost teachers’ morale.

Later, in a post on social media, MLC Jeevan Kumar wrote that over the last two days, the thousands of comments he received from fellow teachers especially from the physical education and health instructors’ community and sisters waiting for transfers, have both moved him emotionally and increased his sense of responsibility. He wrote that regarding the ‘Nivedan’ he placed for Home District and optional transfers, the department has now begun facing pressure. ‘Now the government must come out of files and issue orders,’ he said. On the issue of non-aided (grant-less) teachers, he stated that he had strongly and logically raised the demand for a proper pay scale in the House. He asserted that his struggle would continue to eliminate the existing grant system at its root and secure a dignified salary structure. ‘I fight in the House not as a representative of youth, but as your advocate. The session of the House is on, and every moment I am amplifying your voice. Have patience the victory will be ours,’ he wrote.

गया शिक्षक निर्वाचन क्षेत्र के विधान पार्षद जीवन कुमार ने बिहार के सरकारी विद्यालयों में कार्यरत महिला एवं दिव्यांग शिक्षकों समेत सभी कोटि के शिक्षकों को जिला के भीतर स्थानांतरण की सुविधा नहीं मिलने का मामला मंगलवार 3 फरवरी को विधान परिषद में उठाया। उन्होंने सदन में निवेदन के माध्यम से कहा कि ट्रांसफर के नाम पर शिक्षकों को महीनों तक इंतजार करवाना न केवल अनुचित है, बल्कि संवेदनशील वर्गों के साथ अन्याय भी है। उन्होंने यह भी ध्यान दिलाया कि राज्य सरकार द्वारा अंतर-जिला स्थानांतरण तो किया गया है, लेकिन अधिकांश जिलों में कार्यरत महिला और दिव्यांग शिक्षकों सहित हजारों शिक्षक आज भी अपने ही जिले के भीतर स्थानांतरण की सुविधा से वंचित हैं। उन्होंने मांग करते हुए कहा कि जिला के अंदर स्थानांतरण प्राथमिकता के आधार पर होना चाहिए, खासकर उन शिक्षकों के लिए जिन्होंने पहले ही Grievance Portal पर आवेदन देकर महीनों से उम्मीद लगाए रखी है।

जीवन कुमार ने स्पष्ट शब्दों में कहा कि Grievance Portal पर आवेदन लेकर लंबे समय तक बैठाए रखना गलत है। सरकार को चाहिए कि वह मानवीय दृष्टिकोण अपनाते हुए प्राथमिकता के आधार पर जिला के भीतर स्थानांतरण की व्यवस्था तत्काल लागू करे।
सदन में प्रस्तुत निवेदन को सभापति की स्वीकृति के बाद शिक्षा विभाग को अग्रसारित कर दिया गया है। अब इस मुद्दे पर शिक्षा विभाग की कार्रवाई पर शिक्षकों की निगाहें टिकी हैं। शिक्षक संगठनों का भी कहना है कि यदि जिला के भीतर स्थानांतरण की प्रक्रिया सरल और समयबद्ध की जाए, तो न केवल प्रशासनिक दबाव कम होगा, बल्कि शिक्षकों का मनोबल भी बढ़ेगा।

बाद में विधान पार्षद जीवन कुमार ने अपने सोशल मीडिया पोस्ट में लिखा कि पिछले दो दिनों में आप सभी शिक्षक साथियों, विशेषकर शारीरिक शिक्षा एवं स्वास्थ्य अनुदेशक परिवार और स्थानांतरण (Transfer) की प्रतीक्षा कर रही हमारी बहनों के जो हजारों कमेंट्स मुझे मिले हैं, उन्होंने मुझे भावुक भी किया है और मेरी जिम्मेदारी को भी बढ़ा दिया है। गृह जिला (Home District) और ऐच्छिक स्थानांतरण के लिए मैंने जो ‘निवेदन’ डाला है, उस पर विभाग की घेराबंदी शुरू हो चुकी है। अब सरकार को फाइलों से बाहर निकलकर आदेश जारी करना होगा। वित्तरहित कर्मी शिक्षकों को लेकर उन्होंने कहा कि उनके लिए वेतनमान की मांग को मैंने सदन में पूरी तार्किकता के साथ रखा है। अनुदान की व्यवस्था को जड़ से मिटाकर सम्मानजनक वेतन के लिए मेरा संघर्ष जारी रहेगा। मैं सदन में युवाओं का प्रतिनिधि बनकर नहीं, आपका वकील बनकर लड़ता हूं। सदन का सत्र चल रहा है, हर पल आपकी आवाज बुलंद कर रहा हूं। धैर्य रखें, जीत हमारी होगी!
